I informed the Chinese gentlemen present that

I had called them together, because the situation in China at

the moment was full of difficulty, and those difficulties were to a great extent reflected here owing to the very intimate con- -nection between Hongkong and Canton. In such circumstances I desired once more to make clear to them the attitude of the Hongkong Government for though I had repeated it very often al- -ready, it was of such importance that any my views should not be misunderstood that I had again called them together. More- -over I was anxious to give them an opportunity of speaking to me themselves if they wished to do so.

I was aware that a large majority of the responsible and leading Chinese in this Colony sympathised with the Revolutionary movement, they were entirely at liberty to do so. They understood the situation in China better than any European could do, and if they thought the movement was likely to benefit their country and race they were right to sympathise with it. I was anxious that they should understand that this wes my attitude, that I had no hostility whatever to the movement
